2. Nature of the Service
Consolidated-Regulation.eu is an online digital information society service where we publish up-to-date consolidated texts of European Union regulations currently in force, in the English language. Our goal is to provide professionals doing business in or with the European Union with improved accessibility and productivity tools by offering consolidated documents more promptly and in a simplified format compared to the official platform EUR-Lex (eur-lex.europa.eu).
The Website is not an official EU website and has no affiliation with any EU institution.
The Website is intended exclusively for business and professional users outside the European Union. It is not intended for consumers, and therefore consumer protection rules do not apply.
Access to and use of the Website is free of charge, although the Website displays advertisements.
3. Legal Status of Published Texts – Disclaimer
The consolidated texts published on the Website are provided solely as a documentation and informational tool. They have no legal effect.
The authentic and legally binding versions of EU regulations, including their preambles and amendments, are those published in the Official Journal of the European Union and made available on EUR-Lex. Links to the corresponding official documents are provided within each document on the Website.
Although Val consulting takes all reasonable care in compiling and editing consolidated texts, we cannot guarantee and accept no liability regarding:
- the accuracy, completeness, or correctness of the consolidated texts;
- whether the texts are fully up-to-date;
- any use of the information by users.
Users are strongly advised to verify the relevant regulation on the official EUR-Lex website, especially when the information is used for legal, regulatory or other important purposes.
4. Intellectual Property
EU legal acts themselves are not protected by copyright.
However, the editorial work, consolidation, formatting, structure, indexing, annotations, and overall presentation of the materials published on the Website constitute original intellectual creation and are the exclusive copyright of Val consulting ltd. All rights are reserved.
4.1. Copyright in Consolidated Texts and Editorial Work
The consolidated versions of EU regulations published on the Website include:
- selection and organisation of amendments,
- editorial decisions in structuring the text,
- formatting, layout and document preparation,
- internal referencing and document harmonisation.
These elements are protected under copyright law and may not be reproduced, copied, published, or distributed except as expressly permitted in these Terms.
4.2. Database Rights (EU Database Directive 96/9/EC)
The selection, arrangement, indexing, organisation, and presentation of all documents published on the Website constitute a protected database under the EU Database Directive (96/9/EC) and applicable Croatian legislation.
Val consulting ltd. holds:
- Copyright protection for the original selection and arrangement of materials, and
- Sui generis database rights arising from the substantial investment made in obtaining, verifying, organising, maintaining, and presenting the data.
Accordingly, the following is strictly prohibited without prior written permission from Val consulting ltd.:
- extraction or copying of substantial parts of the database,
- systematic or repeated extraction of insubstantial parts,
- reutilisation of the database or any substantial part of it,
- reproducing or republishing the database structure, indexing system, or document organisation.
5. Use of the Website
Users are permitted to:
- browse and use the Website for personal or internal business informational purposes,
- reproduce small excerpts of texts (e.g. several articles) provided that:
- the source “Consolidated-Regulation.eu” is clearly indicated, and
- a direct link to the relevant page is included.
This permission does not allow reuse, aggregation, scraping, mirroring, or systematic reproduction of the database.
Users may not:
- copy, download, scrape, store, or republish substantial parts of the Website or its database,
- reproduce the database structure or indexing system,

Val consulting ltd.: - is not responsible for the content, accuracy, or availability of external websites,
- does not endorse any third-party products, services, or content displayed on the Website,
- is not liable for any damages or losses resulting from access to or reliance on third-party sites or advertisements.

9. Website Availability and Modifications
